Stacked MRs (3 of 3). Blocked by !261972 (merged) and independent of !261973 (merged). Whichever of this MR and !261973 (merged) merges second needs locale/gitlab.pot regenerated.

Adds the project panel's Explore page content: 28 nav items and 6 capabilities. The drift spec's project coverage check is no longer pending. The spec turns off hide_incident_management_features, which hides Incidents for the projects in the incident management deprecation rollout.

No user-facing change: the endpoint (#632721) and UI (#632722) use the content.

How to set up and validate locally

1. In the Rails console, print the project Explore pages:

2. Check the output:

   • The Ultimate page lists every Premium item plus the Ultimate ones (Requirements, Test cases, Security dashboard, Vulnerability report, Compliance center, Policies, On-demand scans, Insights).
   • Highlights differ per page: Merge controls and Environments on Premium, Advanced SAST and Dependency scanning on Ultimate. Credits (GitLab Duo Agent Platform, Secrets manager) appear on both.
   • Members only appears in the saas blocks.
   • Merge requests and Environments are missing from the Premium pages' enhancements because the Merge controls and Environments highlights cover them. They come back on the Ultimate page.
   • Each enhancement shows the tier its text describes. For example, Pipelines is [premium] on the Ultimate page, and Value stream analytics shows its Ultimate text there.
