Show the Orbit counts of the groups that answer
What does this MR do and why?
The In your graph card on Your work > Orbit shows the counts of the groups that Orbit answers for. On GitLab.com it said "Counts are not available right now" when Orbit refused one listed group, for example the top-level group of a member of a subgroup only.
- The card shows the counts of the groups that answer. It shows the failure only when every group fails.
- The Schema page keeps its rule: it shows no counts when one group fails.
This is a hotfix. The full fix, which lists only the groups that Orbit answers for, is in !261855 (closed).
Screenshots or screen recordings
Local GDK with a local Orbit. The user is Developer in two top-level groups, and Developer only in a subgroup of a third top-level group, through a group share. Orbit refuses that third top-level group.

What the card shows now
- The counts leave out the refused groups, so a subgroup under a refused top-level group is not counted yet. The full fix counts it.
- The card still says "in 3 groups" for the listed groups.
- A failure of one group sends no Sentry event. Orbit refuses with a 404, which is not a server error.
How to set up and validate locally
- In GDK, sign in as a user who is Reporter in a top-level group with Orbit on, and Reporter only in a subgroup of a second top-level group with Orbit on.
- Go to
http://127.0.0.1:3000/dashboard/orbit. Onmaster, the card says "Counts are not available right now". On this branch, it shows the counts of the first group.
