Use uncached SQL queries for Geo long running workers

What does this MR do?

In certain circumstances, FileDownloadDispatchWorker goes into an almost infinite loop of syncing and resyncing files that are already synced. This happens because of query cache of requests to the tracking database. This MR fixes it.
