Hide the Implement button on closed work items

What does this MR do and why?

Hides the Implement button on closed work items, in both the workplan inline row and the workplan side panel. Showing it on a closed item made it unclear whether the action applies there.

This follows the existing header behaviour: the Create merge request / Create branch split button is already hidden when a work item is not open. There's no disabled state or tooltip.

Out of scope: View, Edit, Generate, Continue, Try again, the Plan CTA, and the readiness score don't change. Hiding the readiness score was an optional step in the workplan that nobody has confirmed. The other actions on closed items belong to #631847.

Before After

Implement remains visible in both places when the issue is closed.

Closing the issue hides Implement in both places; reopening restores it.

How to set up and validate locally

  1. Toggle on the feature flag workplan.
  2. Open a work item that has a saved workplan and that you can update. Check that Implement shows in the workplan row and, after you select View, in the workplan panel header.
  3. Close the work item. Implement disappears from both places. View and the panel's Edit button are still there.
  4. Reopen the work item. Implement comes back.
