Drag and drop design uploads

What does this MR do?

Adds ability upload designs to issues via drag and drop (#208126 (closed)). Specifically:

• Adds a design_dropzone.vue component
• Replaces GlEmptyState with design_dropzone in design_management/pages/index.vue
