What does this MR do and why?

Problem

Inline diff highlighting is not needed for every changed line.

Solution

  • Add a default-off gitlab_com_derisk feature flag named limit_inline_diff_highlighting.
  • Skip inline diff markers in selected cases while preserving normal line rendering.

How to set up and validate locally

  1. Enable limit_inline_diff_highlighting for a project.
  2. Open an MR diff and check the inline diff markers.

Highlighted diffs already in the cache are unchanged until their cache entries expire or a new push creates new entries.
