What does this MR do and why?

Wires Vulnerabilities::ConsistencyChecks::DuplicateDefaultTrackedContextsCheck (introduced in !225181 (merged)) into Vulnerabilities::ConsistencyChecks::Orchestrator::CONSISTENCY_CHECKS so that it runs as part of scheduled asynchronous consistency sweeps.
