Link project names in the group scanner details list

What does this MR do and why?

On the group Security configuration page, selecting a scanner lists the group's projects, but the project names were plain text. Reaching a project took extra clicks.

This MR fetches each project's webPath and links the project name to the project:

• NameCell gets an optional projectHref prop. When it is set, the project name renders as a link. Subgroup rows ignore it, so their existing behavior is unchanged.
• ScannerDetails passes item.webPath, which is added to group_scanner_details_projects.query.graphql.

The security inventory, which also uses NameCell, does not pass the prop and is unchanged.

How to set up and validate locally

1. In a top-level group with Ultimate, go to Secure > Security configuration.
2. Select a scanner, for example Secret Detection.
3. Select a project name in the list. It opens the project.
