What does this MR do and why?

  • The explore dashboard loader and the AI catalog each kept a copy of the "resource not available" message the API returns. Both now read it from ~/graphql_shared/constants, so the two can't drift apart
  • Follows up a review suggestion on !260557 (comment 3976539110)
