Add AutomationRow component for the Automations list

What does this merge request do and why?

Adds AutomationRow, the row component for the new Automations list. It shows the name, an on/off GlToggle, and a menu with edit and delete actions. A third line shows either a plain-language schedule summary with a clock icon, such as "Weekly on Monday at 10:00 (America/New_York)", or the event conditions as text with an icon, such as "Merge request (Marked ready)".

The schedule summary comes from the existing scheduleSummaryLabels util. The event label logic moves out of FlowTriggerEventTokens into a shared flowTriggerEventLabels util, so the row and the tokens use the same labels. The tokens component on the current page renders the same as before. Nothing renders the row yet. The next merge request adds the page.
