What does this MR do and why?

Shows the options that weren't picked on a resolved GitLab Duo clarifying-question thread, collapsed by default behind a Show other options / Hide other options toggle. The chosen answer(s) still show as before, and expanded options are disabled and not clickable, so readers can see what else Duo offered. Also fixes the multi-select expand animation overshooting and shrinking back, by adding gl-overflow-hidden to the Duo multi-select card.

This is behind the duo_workplan_async_flow feature flag.

How to set up and validate locally

  1. Enable the flag in a rails console with Feature.enable(:duo_workplan_async_flow).
  2. Open a work item with a Duo clarifying question that's already answered and resolved (or answer one and resolve it).
  3. Confirm the unpicked options are collapsed behind Show other options.
  4. Expand them and confirm they're greyed out and unclickable.
  5. Reload the page and confirm they're collapsed again.
