Set the default SSL cert path when invoking indexer

What does this MR do?

This MR sets default values of SSL_CERT_FILE and SSL_CERT_DIR environment variable when invoking gitlab-elastic-indexer. Please see details at omnibus-gitlab#5037 (comment 294232128)
