What does this MR do and why?

Makes AI catalog skills fetchable, filterable, and readable over GraphQL

The majority of this MR is the graphQL reference and introspection result. This is just the way graphQL be. I can't make this MR any smaller.

This also fixes an edge case that made the ai_catalog_skills feature flag a one-way-door.

How to set up and validate locally

  1. Create a skill catalog item in the Rails console: 
    FactoryBot.create(:ai_catalog_skill, :public, project: Project.first)
  2. Open /-/graphql-explorer.
  3. Run a query: 
    {
  aiCatalogItems {
    nodes {
      id
      itemType
      ... on AiCatalogSkill {
        path
        directory
        gitRef
        blobSha
      }
    }
  }
}
  4. Note that before this change the same query returns "Unknown catalog item type: skill".
