What does this MR do and why?

This MR fixes a bug where the 'Contributor analytics' sidebar link was visible to users who did not have permission to access the page, resulting in a 404 error when clicked. The permission check in the sidebar rendering logic has been updated to correctly evaluate the user's access level.

How to set up and validate locally

  1. Log in as an anonymous or non-member user on a project.
  2. Verify that the 'Contributor analytics' link is no longer visible in the sidebar.
