Remove Relation rename service

This MR removes RelationRenameService that was introduced in 6072b44e .

It was intended to be removed after %11.7 after all the renaming changes to the pipelines were made, but it wasn't because we couldn't bump the version.

With our effort to introduce .ndjson as a way to process import, #197171 (closed), we got the ✅ to remove RelationRenameService, without bumping the version. #207960 (comment 294155206)
