Show "Raw text search not supported" in repositories filter bar

What does this MR do and why?

The repositories list filter bar accepts free text, but the list endpoint only supports the Type filter, so the text is dropped and the list does not change. This MR sets search-text-option-label on the filter bar to "Raw text search not supported", so users can see that free text is not searched.

It also turns on terms-as-tokens. GitLab UI only shows the text option, and so its label, when terms-as-tokens is on. Without it the new label would never appear. Todos and the security inventory bar use the same pair of props.

As a side effect, submitted free text now shows as a token pill. It is still ignored by applyTokens, so the list query does not change.

How to set up and validate locally

  1. Run yarn jest ee/spec/frontend/packages_and_registries/artifact_registry/repositories/list/repositories_toolbar_spec.js.
  2. In GDK, open the Artifact Registry repositories list for an organization that has Artifact Registry turned on and at least one repository.
  3. Type some free text, for example my-repo, in the filter bar.
  4. Check that the suggestion reads "Raw text search not supported".
  5. Pick the Type token and choose a value. Check that the list still filters by type as before.
