Add Dedicated instance spec for POST admin registrations groups

What does this MR do and why?

Admin::Registrations::GroupsController runs verify_available! before every action, and it returns 404 on GitLab Dedicated. When the self_managed_welcome_onboarding feature flag was removed in !239674 (merged), the old 404 spec for create went away, and only new kept a Dedicated spec. This MR adds the matching when on a Dedicated instance context for POST /admin/registrations/groups, so the write path is covered too.
