Move score information beside the confidence indicator

What does this MR do and why?

Moves the information icon beside the confidence level and bars. This ties the help to the score it explains.

The existing help popover remains available on hover and focus. This is part 1 of 3: icon placement, Readiness terminology, then the feedback drawer.

How to set up and validate locally

1. Enable workplan_score for a namespace with planning enabled. Ensure that the foundational flow is enabled on group level (http://gdk.test:3000/groups/gitlab-duo/-/settings/gitlab_duo/configuration)
2. Open a work item with a saved readiness score.
3. Verify the information icon sits beside the level and bars.
4. Hover or focus the icon. Verify the existing score explanation popover appears.

• Scope: one component template; popover behavior and strings retained.
• Changelog: not required for this default-off feature.
