Remove tree_entries_filesystem_sort feature flag
What does this MR do and why?

Problem
Paginated repository tree entries still depended on a default-off feature flag to use trees-first filesystem ordering. The flag is fully enabled on GitLab.com, so this MR removes it.
Solution
- Always request trees-first filesystem ordering for paginated tree entries.
- Remove the feature flag configuration and disabled-path test coverage.
The change should be merged only after the flag is 100% enabled on GitLab.com.
