What does this MR do and why?

Contributes to #576403

Problem

The avoid_branch_names_cache flag added in !207197 (merged) was never rolled out and won't be used.

Solution

  • Remove the flag so Repository#branch_names always uses the Redis set cache.
  • Restore the caching spec and the expected raw controller request counts.
