What does this MR do and why?
The feature flag has been enabled globally in production since September 11, 2026. This MR sets its default_enabled to true to align with the following guideline:
Enforcing feature flags to be enabled by default for at least one milestone before removal (src)
It also changes the flag type from gitlab_com_derisk to beta (moving the definition to config/feature_flags/beta/), because gitlab_com_derisk flags cannot be default-enabled.

How to set up and validate locally
Not applicable, this only changes a feature flag YAML definition. Feature.enabled?(:member_prune_deletion_per_batch_authorized_projects_refresh, group) returns true without any Feature.enable call.
