Update GitLab Elasticsearch Indexer to 5.14.16

Description

Update GITLAB_ELASTICSEARCH_INDEXER_VERSION from 5.14.14 to 5.14.16. This also includes 5.14.15, which has only documentation and CI changes.

v5.14.16 contains gitlab-elasticsearch-indexer!942 (merged). After an incremental run, the indexer now:

  • deletes the chunks of files that became binary or empty
  • indexes paths that change type, for example a symlink that becomes a file. This fix also applies to advanced search.
  • keeps delete queries within the Elasticsearch query limits

!258433 (merged) must merge after this MR is deployed.
