Rename All scanners to Any scanner in the tool coverage card
What does this MR do and why?
Rename All scanners to Any scanner
Change the label of the all scanners option in the ToolCoverageCard
scanner listbox on the group security inventory page from "All
scanners" to "Any scanner", and regenerate locale/gitlab.pot.
Use "Any scanner" because a project counts toward a status when any one
of its scanners has that status. Keep the allScanners i18n key and
ALL_SCANNERS_KEY so the URL param sync work still matches.

Changelog: changed
EE: trueA second commit changes the option's value from ALL to ANY, so it matches the label. The tool coverage card is not behind a feature flag.
