Remove extra space below the feature library modal

What does this MR do and why?

Removing the feedback link left the footer hidden in most cases, so the modal body's bottom padding showed up as an empty strip. This MR removes that extra space.

How to set up and validate locally

1. Open any project page.
2. Open the feature library from the super sidebar.
3. Scroll the modal content. There is no white bar at the bottom, and the results area reaches the bottom edge of the modal.
