What does this MR do and why?

Job log: Move troubleshoot button to panel header

  • Moves the troubleshoot with Duo button to the panel header actions
  • Primary action remains "Retry" so moved the button to be a tertiary small button (aligned with work items etc. where the AI action is also tertiary, small).
