Improve audit log header layout

This MR improves the header layout of both Audit Log & Audit Event views based on the new design as described in #199726 (closed).

This MR does not replace the date filtering with Pajamas components. Which is why the search button is still present and required in this new layout.

This new layout is required for or related to the following issues:

• #1449 (closed) Audit CSV Export
• #199726 (closed) Audit GitLab UI date picker
• #32388 (closed) Filtering Audit Events
• #198047 (closed) Standardise Audit Event Tables
