Increase license_types maxItems from 1000 to 5000 in MRAP schema

What does this MR do and why?

Raises the maxItems limit on the license_types array in the approval policy rule JSON schema from 1000 to 5000.

The previous limit was too low for large organizations using container scanning with license detection across a broad compliance framework.
