What does this MR do and why?

Update gitlab_secret-detection gem to v0.46.0

This gem update includes:

  • Add internal support for a providing custom ruleset file from GITLAB_SD_RULESET_FILE_PATH with a fallback to the bundled GitLab Ruleset
  • Fix the keyword prefilter dropping payloads when the keyword matcher fails to compile
  • Fix the scanner using an empty rule title as the finding description in place of the rule description
