Show "Generation canceled" when a Plan session is canceled

What does this MR do and why?

Canceling a Plan session showed "Generation failed" with a Try again action, because the backend reported a stopped workplan/v1 flow as FAILED.

  • Backend: add a CANCELED value to WorkItemAgentPlanGenerationStatus; Workflow#progress_status returns :canceled for stopped runs.
  • Frontend: the workplan widget shows "Generation canceled" with the same styling as a canceled session, and offers the default Generate split dropdown instead of Try again.

Implements the requirements agreed with @nickbrandt and @fredericcaplette in the issue.

How to set up and validate locally

  1. Enable the duo_workplan_async_flow feature flag.
  2. Open an issue, click Generate in the Workplan widget, then cancel the session.
  3. The widget shows "Generation canceled" and the Generate split dropdown.
