Remove the 16.2 package metadata change note

What does this MR do and why?

Deletes the Change note section in doc/topics/offline/quick_start_guide.md. It documents the GitLab 16.2 rename of vendor/package_metadata_db to vendor/package_metadata/licenses, and nothing below 17 is supported.
