Backport of 'Fix status filter dropping matching items'

What does this MR do and why?

Backports !255341 (merged) into the 19-4 stable branch. That fix resolves a bug where filtering work items by a custom status could return no results for items that correctly showed that status. When another status mapped into the filtered status and away from it for the same work item type, the exclusion step negated a nullable status column, so the NOT (...) predicate evaluated to NULL and dropped those items. The fix replaces the negation with an anti-join on the matching set, so items with a NULL status column are no longer affected. Backporting because this is a user-facing functional bug present in supported versions, and the fix should ship in a patch release.
