Backport of 'Fix work item status category not updating when a status is re-added'
What does this MR do and why?
Backports !254417 (merged) into the 19-4 stable branch. That fix resolves a bug where re-adding a custom work item status under a different category left the category unchanged, because the update code only wrote name, description, and color. The fix includes category in the update and adds a guard to prevent a category change from silently breaking other lifecycles or leaving work items in a mismatched open/closed state. Backporting because this is a user-facing functional bug present in supported versions, and the fix should ship in a patch release.
