Tidy the DAP Impact dashboard layout
What does this MR do and why?
Tweaks the layout of the DAP Impact dashboard. No code or query changes.
- Overview: the four stat tiles now show in a 2x2 grid instead of one row, so each tile is wider.
- Adoption tab: taller "Sessions by tier and top capabilities" heat map, with a subtitle explaining how to read it, because the chart was scrolling inside the panel.
- Adoption tab: shorter "New vs returning" bar list, because it had empty space below it.
- Adoption tab: "Users by activity" no longer overlaps the "Engagement" section heading.
- Panels below these changes were repositioned to match.

How to set up and validate locally
- Open the DAP Impact dashboard (analytics dashboards list for a group or project with Duo Agent Platform data).
- On Overview, confirm the four stat tiles show as a 2x2 grid.
- On Adoption, confirm the heat map has a subtitle and doesn't scroll, the bar list has no empty space, and "Users by activity" no longer overlaps "Engagement".
- Check dark mode too, to confirm the heat map subtitle reads correctly.
