Show the no work items empty state on the board
What does this MR do and why?
On the board view, a namespace with no work items shows empty columns with no guidance. This MR shows the same empty state as the list view instead. Its "New item" button opens the board's create modal. Behind the planning_view_boards feature flag.
MR 1 of 2. MR 2 adds the "New project" button for groups with no projects.

How to set up and validate locally
-
In the rails console enable the flag:
Feature.enable(:planning_view_boards) -
Create a new empty project under a group that has statuses, for example
gitlab-org. Note: a project in a personal namespace has no statuses, so its board never shows columns. That is existing behaviour. -
Go to the project's Work items page, open Display and choose Board (Beta).
-
Check the empty state shows with a "New item" button.
-
Click "New item", create an issue. Check the toast says the issue was created and the columns appear with the item in "To do".
-
Open a project that has work items in board mode and hard reload. Check the empty state does not flash before the columns.
