Why this MR ?

Part of #608229 (closed)
GitLab.com is now running OpenBao v2.6.2-gitlab1 and self managed charts are being upgraded
CI, QA and the test environment still install v2.5.5-gitlab2

What does this MR do ?

Bump GITLAB_OPENBAO_VERSION to v2.6.2-gitlab1
Update the four bao binary checksums in the gitlab:secrets_management:openbao rake task
Update the OpenBao version in the orchestrator default_values_spec
