Stacked MR 3 of 4 implementing work item #629403. Targets the branch of MR 2 (rfuhrman/629403-ds-config-2-mapping); review and merge that MR first.

Covers job injection for Dependency Scanning. The scan profile pipeline processor already builds each injected job from trigger.ci_variables, so no new production code is needed. This MR adds a spec asserting a dependency_scanning profile's effective configuration becomes the CI variables injected into its scan job.
