Suppress progress note for risk classification flow
What does this MR do and why?
The risk classification foundational flow already skips the generic "agent session started" note, but it still posted the generic progress note when triggered. That note only added noise to the merge request timeline, since risk classification runs silently in the background and doesn't need a "Duo is working on this" comment. This sets suppress_progress_note: true on the flow's configuration so it stops posting that note, matching how the recommend_reviewers flow already behaves.

Not applicable - this only removes a background system note; there is no UI to screenshot.
How to set up and validate locally
- Enable the feature flag in a Rails console:
Feature.enable(:duo_mr_risk_classification) - On a project with an Ultimate license and the DAP AI Gateway configured, open a merge request so the
merge_requestflow trigger fires therisk_classification/v1foundational flow. - Check the merge request's timeline/notes: before this change, a generic progress note (e.g. "Duo is working on this...") would appear from the flow's service account. After this change, that note should not appear - only the risk-assessment result (if the flow completes) shows up.
