Remove agentic_foundational_flow_tool feature flag
What does this MR do and why?
Removes the agentic_foundational_flow_tool feature flag and its last references, so starting foundational flows (Code review, Developer, Fix pipeline) from Agentic Chat is always available.
The flag has been enabled by default in production since 19.2 and its rollout is finished, so there is nothing left to switch off. The docs no longer mention the flag either.
The matching AI Gateway cleanup has to be deployed first, otherwise the gateway would read the missing flag as "off" and the feature would disappear from Chat.

How to set up and validate locally
- Make sure the AI Gateway runs a version that already includes gitlab-org/modelops/applied-ml/code-suggestions/ai-assist!7021 (merged).
- Run GDK with Duo Workflow enabled.
- Enable the flows you want to test in the group and project Duo settings.
- Open Agentic Chat and ask for something that matches a flow, for example "review this MR using start flow tool".
- Chat offers and calls the
start_flowtool and the flow starts, without the feature flag being set anywhere.
