Remove repository_storage column from snippets table
What does this MR do?
As a part of our process to remove a db column (https://docs.gitlab.com/ee/development/what_requires_downtime.html#dropping-columns), in this second step we can drop the column repository_storage from the snippets table.
The first step was introduced in !23796 (diffs), in the 12.8 release, with the ignore_column :repository_storage statement.
