Merge request "Recommended reviewers" hierarchy adjustments:
- Adjusts the visual hierarchy for recommended reviewers
- Changes the heading to be more precise "Recommended" → "Recommended reviewer/s"
- Changes sub titles to small text, semibold
- Adjusts the work item ones to match
