What does this MR do and why?

Prevents nested GitLab Flavored Markdown table-of-contents lists under .section-nav from being initialized as Sortable lists. This removes unintended drag handles while preserving sortable behavior for ordinary unordered and ordered lists.

Adds a Jest regression test covering the behavior.

How to set up and validate locally

  1. Check out the branch.
  2. Install dependencies.
  3. Run yarn jest spec/frontend/work_items/components/work_item_description_rendered_spec.js --runInBand.

The local Jest suite was not run because dependency download stalled. git diff --check passed locally.

MR acceptance checklist

  • Branch has no merge conflicts with the target branch.
  • Commits will be squashed before merge.
  • Regression coverage is included for nested table-of-contents lists.
  • Ordinary unordered and ordered lists remain sortable.
  • Relevant tests pass in CI.
  • Documentation updates are not required.
