Fix inconsistent bold/muted styling on webhook URLs
What does this MR do and why?
The webhook list styled a URL as bold or muted depending only on whether the webhook had a name, which made active webhooks look disabled with no name-independent explanation. Render the URL with the same default style in both cases.

How to set up and validate locally
- Go to any project you own (or create a test project).
- Navigate to Settings > Webhooks.
- Create a webhook with a name — fill in any valid URL (e.g.
https://example.com) and a name, then save. - Create a second webhook without a name — same URL, leave the name field blank, then save.
- On the webhook list, confirm that both URLs render with the same font weight and colour — neither bold nor muted.
Before this fix: the named webhook's URL appeared muted (gl-text-subtle), while the unnamed webhook's URL appeared bold (gl-font-semibold), making the named one look disabled.
After this fix: both URLs use the default text style regardless of whether a name is set.
