What does this MR do?

Part of #194242 (closed)

This steals takes inspiration from !22758 (closed) (Thanks @pslaughter !)

Since !25569 (merged) is going to add a non-trivial amount of LoC to the already large Karma spec file; We're looking at breaking a piece off the lib/utils folder and just migrate common_utils here.
