Remove organization scoping from member invite search

What does this MR do and why?

Removes the organization_id parameter from the member invite search functionality in Members::InviteUsersFinder.

The current implementation filters invite search results to only show users within the current organization. This creates a chicken-and-egg problem: inviting an existing user to a group or project is the primary way of adding someone to an organization, but the search was restricted to users already in that organization.

This change allows inviting any GitLab user, who will then be added to the organization as part of joining the group/project.
