Move Credits over time below the Spend credit tiles

On the DAP Impact Spend tab, the Credits over time chart renders between the capability bar list and the Credits and Chat tiles. The panel declared the same grid row as the bar list, so the grid pushed it up instead of placing it last. This moves it to the row below the tiles, the order the Spend view was designed with.

Validated in local GDK: the tab now renders bar list, tiles, then Credits over time.
