Move New button next to title in Explore Catalog

Align experience with Project scope catalog

Changelog: changed EE: true

There are 2 reasons to do this:

  • We want the experience to be consistent across different scopes of the AI Catalog
  • Having only one occurrence of this component makes the catalog redesign easier so this is a prep step before updating tabs: #627839
