WIP: Update cert-manager version for new installs

What does this MR do?

Updates the "managed" version of cert-manager from v0.9.1 to v0.13.1 for new installations. The chart has had a few breaking changes (see e.g. v0.10 to v0.11 notes), which means that in order to upgrade, users will have to re-install the chart with the newer version.
