Suppress the progress note for RecommendReviewers

What does this MR do and why?

The v3 flow posts nothing itself, and the agent session system notes already link the session, so the "has started" note only adds noise.

Adds suppress_progress_note, which applies on every trigger event. The existing suppress_mention_progress_note only covers mentions, and Recommend Reviewers is triggered on merge request creation.
