Concentrates whitelisted and blacklisted tables

What does this MR do?

Concentrates whitelisted and blacklisted tables in Rubocop::MigrationHelpers. They were defined throughout multiple files, so this MR moves them into a single place to ensure all future cops validate the same tables.
