What does this MR do and why?

Wire Duo Implement button to flows

When the workplan FF was on, we were starting Duo Chat with an instruction to then call Duo Developer. Instead, we now align with the same behaviour as prod which is to start the flow directly.

How to set up and validate locally

  1. Enable FF workplan
  2. Go to any Work item and add a work plan. You can manually create it if you want, so long as theres some text in
  3. Click Implement
  4. Notice that it starts a flow and open the session panel
  5. Notice that the session widget gets updated with the new session that started and gets status updates.
